Question: Problems running jobs

I'm a new galaxy user, and I am having problems running any jobs.  Initially, we thought the problem might be due to the large amount of RNA-seq data I had loaded, but removing the data did not solve the problem.  My account now uses -81% and -219462680469 bytes, but I'm still unable to run jobs.  Any suggestions would be appreciated.
