Question: can't upload files

Tried to upload files from the local computer, but I encountered the signs 'Failed: bad request (400)' or 'Gateway time out (504)'. Please let me know how I fix this.

Where are you using Galaxy? Galaxy Main (http://usegalaxy.org), a local, a cloud, or some other public Galaxy site (by URL)?
Also, was this problem encountered using the Upload tool, FTP, or as an administrator into a Data Library?
