I'm running a local Galaxy instance on a Linux GUI-less server via ssh from my Mac. After changing the config.ini host to 0.0.0.0, and running Galaxy, successfully connecting to server, I can't access the web interface on my Mac. Do I need to have a web browser on my Linux PC to use the web interface, or is there a way that I can remotely run Galaxy and access the web interface on my Mac?

You need the machine that runs Galaxy to allow outside connections to the port on which Galaxy locally runs (8080 by default). Then you will connect to that Galaxy from your Mac using the IP of the linux server and the port of Galaxy. You do not need a browser on the host machine.

I would recommend asking an admin of the Linux server for help.
