The data size limit for any file is 50G. If the job is interrupted, this can be resumed, line command or through the FTP client you are using. Please give that a try. I do not use WinSCP. But if it is not loading at all, double check that it is using FTP, not SFTP. You could also try a different client, if it seems that one is problematic.
