Question: SNPeff error SSL ?

To determine the origin of the problem I tried a wget on and I have this error :
I think it might not be directly related to Galaxy, but to the proxy in the hospital. It will probably affect others tools in the future, so I would like to find a proper way to fix this issue.
Do you have any suggestion?
