Galaxy's FTP server is running correctly, you can quickcheck in your browser: ftp://usegalaxy.org/

Try logging out of galaxy and logging back again to make sure you remember your password and login. Use the same for FTP.

To connect through FTP you have to use the same account as you use on https://usegalaxy.org

You cannot use local account.

Unless you want to run your own FTP server you should probably use Data Library import - https://wiki.galaxyproject.org/Admin/DataLibraries/UploadingLibraryFiles

Or you can configure your Galaxy to 'use FTP' (https://wiki.galaxyproject.org/Admin/Config/UploadviaFTP) without actually running the FTP server and then copy your files into the FTP folder.

The library way is the preferred one.
