According to the Galaxy site, you need to upload a genome via the Galaxy team. YOU cannot do that by yourself.

Loading your own genome is definitely possible. Then it can be used for all analysis plus a custom data browser. This is a unique feature of Galaxy: https://wiki.galaxyproject.org/Support#Custom_reference_genome
