I just uploaded a dataset using FTP to the public server Galaxy Main https://usegalaxy.org (using the Filezilla client).
Double check your usage and try again to eliminate transient connection problems and to clear up any issues with your credentials. The "username" is your full registered Galaxy account email address (case sensitive). The password is the same as when logging in through the GUI. For Galaxy main, the server name is "usegalaxy.org". The security certificate needs to be accepted each time it pops up.

If you are working at a different Galaxy server, they may be having FTP server issues. You'll need to contact them directly if a rerun with correct credentials for that server does not resolve the problem. Each is independently administered.
