The Main public Galaxy server at http://usegalaxy.org is accepting FTP transfers (I double checked).

The protocols changed recently. This help has the current instructions: https://galaxyproject.org/ftp-upload/

If you still have problems after reviewing and making any needed changes, please comment with more details: the server you are using and the FTP client settings (using passive mode and accepting the security certificate are required).
