Question: As admin, how to configure Galaxy to accept local files

I've configured a local instance of Galaxy on our cluster. I'm now attempting to add datasets to a Data Library to share with our users. I'm aware of the documentation at https://galaxyproject.org/data-libraries/

Where I'm getting stuck is that, under the section from user folder the docs state: "This option is available only if admin of the Galaxy instance configured it." I'm having trouble finding documentation on how an admin configures this to be available.

How can I configure my local instance of Galaxy so that adding datasets from a User Directory to a Data Library is an option?

Galaxy configuration methods changed in last week's Galaxy 18.01 release - specifically from a ini to a yml file. The galaxy.ini file can still be used, or you can switch over to the yml format. Some of our documents are still being updated to reflect all of the related changes.
