I wasn't able to guess your galaxy account by the name of your biostar account here, "NewB", so please email galaxy-bugs@lists.galaxyproject.org with your galaxy account email address and I can try to recalculate for you.

I am having the same problem: I got an “over your disk quota limit” with 206.12 GB disk usage and after permanently deleting all unwanted files.

I located your account and recalculated your disk usage, though it appears to be unchanged. Please review https://wiki.galaxyproject.org/Learn/ManagingDatasets?action=show&redirect=Learn%2FManaging+Datasets#Delete_vs_Delete_Permanently, and make sure you don't have any histories you've deleted (but not permanently) and may have forgotten about, etc.
