Yes I did, still 50% every time I log back in before I loaded any data.

I checked your account at https://usegalaxy.org and see several histories that have been deleted but not permanently deleted (purged). These are still counting toward your quota. See the FAQs linked in my first reply for full details about how to find these, or if you are familiar with the GUI, the short answer is to go to Saved Histories >> Advanced Search >> and click on status = all to bring these up where you can purge them.
Both histories have three potential "status" states: active, deleted, deleted permanently. Datasets have those three plus one more: hidden. These FAQs explain: https://galaxyproject.org/support/#datasets-and-histories
Be sure to download any data that you may want to use again. Deleted data can be recovered on the server (by changing the history/dataset status back to active), but permanently deleted (purge) data is removed from disk and no longer accessible.
If you are working on a different Galaxy server, do the same checks and if there is still a quota problem, contact the administrators of that server directly about the problem.
