I submitted some TopHat Analyses from 12/22/16 and they are still waiting in the queue to start. Is it normal?

I submitted those jobs again while kept the early ones waiting in the queue. The late started ones got through, so I just deleted the old ones. Thanks for your reply.
Ok, perhaps there was a small server issue, now resolved. Glad this worked out.
