Question: Galaxy parsing shed tool conf file in reverse

I have modified the shed_tool_conf xml file in order to add labels however it now appears galaxy is ordering the tools in reverse. The xml has been checked and doesn't contain any errors. I am unsure why this is happening. The sections are ordered properly, but the tools within are listed in the opposite direction. It is also worth noting that the labels are in the technically correct positions even though the tools aren't. Below is the xml.
