3 quick questions:
1) I want to start a new workflow, and I have datasets downloaded. However, when I use "Get Data" the option of accessing those datasets is not highlighted; what am I doing wrong?

2) My datasets together are ~110GB, and I understand that the public galaxy has a data limit (250GB?) am I notified when a calculation has exceeded the data limit, or does the process simply fail?

3) If my computation exceeds the data limit, is the best workaround to divide the problem into steps, save/download an intermediate dataset(s), delete the originals (from galaxy), and start a new workflow to complete the project?

1) If the datasets are on your local machine use the 'Choose local file' button to select them.

2) Galaxy will never fail jobs because of space issues, when you run out of space it will just prevent you from running future jobs.

3) Either what you suggested or send us an email to galaxy-bugs@list.galaxyproject.org with explanation why you need more space and we may grant you an extra temporary quota.

p.s. given the size of your data consider using the FTP for transferring it to Galaxy https://galaxyproject.org/ftp-upload/
