The tool Velvet is not included at Galaxy Main http://usegalaxy.org.

Instead, use it your own local, docker, or cloud Galaxy (with this tool and any ancillary tools needed installed from the Tool Shed) or another public Galaxy server (if available, you'll need to check to see which have this tool right now plus check to see how much account space is allocated for public use).
