Question: bgzip and tabix in Galaxy

Hi, I'd like to use bgzip and tabix tools in Galaxy (by online access, I don't have it installed on my computer). I see these tools in the Galaxy Tool Shed, but they are not available when I log in to Galaxy. Do I need to install Galaxy on my computer first? thanks!

Can you specify your use case please? Galaxy has build-in converters if you just want to convert files.
