Hi, I would like to use galaxy to analyse my transcriptomic data, but I am concerning about the data privacy before publication. I would like to know if the data can kept in a private project/workspace until the data is published? Would the data be released without notice?

When using the public Main Galaxy server at http://usegalaxy.org, data in your account is private unless or until that specific object is shared or published (or permissions are granted - click on the pencil icon to reach "Edit Attributes -> Permissions" to view any associated permissions). Many users create data for publication (including our team) in accounts, then only share/publish specific objects (datasets, histories, workflows, visualizations, pages) later on.

This is the default behavior for Galaxy (local, cloudman). If you are using another public Galaxy server hosted by a 3rd party, check with the administrator to ensure that this is the method also implemented at that site.
