I installed Galaxy using Mercurial (and re-installed several times to try and resolve this issue) and don't have a universe_wsgi.ini file anywhere on my hard drive (no universe_wsgi.ini.sample either, for that matter). I'm using Python 2.7.5 and Mac OS 10.9.4, and my local Galaxy instance runs just fine, but I want to install tools from a toolshed, which requires me to modify my nonexistent universe file.

I've tried goggling "universe_wsgi.ini", but the only file I could find gave "ConfigurationError: Tool config file not found: ./tool_conf.xml" on my attempts to start it up. My lab-mate who uses Galaxy says this isn't normal, and it shouldn't even be able to start without a universe ini file. What do I do?

In addition to Dannons answer: If you find references to universe_wsgi.ini in the wiki or some help text, please feel free to change it and help us to improve the docs. Thanks!

With the latest release, galaxy's configuration files have moved into the config directory of your galaxy installation by default.  Older releases will continue to work with the old-style files and paths, but new galaxy directories will have, for example, a config/galaxy.ini to replace the old universe_wsgi.ini.

Your new distribution will contain a config/galaxy.ini.sample file that you can copy to config/galaxy.ini and make changes to in the same way you'd previously edit universe_wsgi.ini.
