Question: Archiving older data

Is there a method to archive all a users data?

I know that I can download a tar archive of a data library - but that does not seem very practical.

e.g.

If a user leaves, how can I move their data sets to slower storage, and eventually to off-line storage?

I'd like to do this with older data sets for active users too, but the inactive user case seems simpler.

what about iRODS or btrfs and doing that on a filesystem level. The filesystem should know at its best how often used a file is.
