Question: Possible To Share With Non-Galaxy Users On A Login-Required

However, if you if you are asking in general or about the public Main Galaxy instance, then to create a share link (the recipient would not be required to have an account to use): 1. From history panel use Options (gear icon) -> Share or Publish 2. Click on "Make History Accessible from Link", generate link 3.
