I would like to know if Galaxy could be configured to share, by default, created history for all users. My system has 48 users that belong to the same group, so it would be nice to share automatically all history between them.
Also, if two users download same data from a remote URL, is it possible to configure Galaxy to avoid downloading to dataset/files same file two times?

There isn't a way to configure Galaxy to automatically share or publish new histories as far as I know. But it is pretty easy to share content so that everyone can access it -- use the "Publish" part of the "Share or Publish" function. All published histories will be available to all users on the same server under Shared Data > Histories. FAQ: https://galaxyproject.org/learn/share/
For the second part, any user that is an administrator can add datasets to a Data Library (Shared Data > Data Libraries). The data is loaded only once into Galaxy. Any copies other users make of those datasets (example: import library data into a History to work with it) will have their own copy, but the data isn't duplicated on disk. Hi again,
I have tested second option (Shared Data > Data Libraries) from an admin session for all users and result is OK (all users could import dataset from "shared data")... but from a normal user I can't see option "+ New Library" inside "Share Data" menu. Is it normal? Only admin could craete a new library and, after it, share with other users? If answer is "yes", the only way for converting a normal user in an admin user is adding him in galaxy.yml file, isn't it? (option admin_users:)
