On any particular Galaxy server, registered emails are used to distinguish between accounts (and the data they contain).
Each Galaxy server is distinct. So if you are logging into two different Galaxy servers, you'll have two distinct accounts.

Also, registered account emails are case-sensitive. Maybe you have two accounts on the same server (your local)? If so, I'm not sure how you would log into the same account (same exact registered email address) and have it sometimes be promoted to admin and other times set at default non-admin.
Should there be two accounts created on your local Galaxy server by mistake, you can also share/import/copy between the two and organize your data the way you want it (into the admin account). And when logged in as an admin, you can then later delete the non-admin account if you no longer want to use it.
