I think there is no such thing as a miRNA reference genome as they are annotated relative to the organisms reference genome (hg19/hg38). I think the closest and up to date you can get are the hairpin annotations from miRBase >> http://www.mirbase.org/ftp.shtml and download "hairpin.fa"

It will contain miRNAs for any species and you need to filter to obtain those that are Human
