Question: Why isn't HTseq on usegalaxy.org?

I'm new to the public usegalaxy.org site. I was previously using a galaxy instance hosted on the Hypergator at University of Florida. For RNAseq analysis of Bacterial mRNA transcripts, we would use bowtie for illumina followed but HTseq to count the transcripts. For differential analysis I would upload the resulting tab delineated file into Degust for differential expression analysis. This seemed to work perfectly fine for my purpose. However, I have recently switched institutions and no long have access to the University of Florida's Galaxy instance. Can HTseq be added to the usegalaxy.org options?
