Question: Galaxy starting two instances of the same workflow, when using multiple servers

I have two galaxy instances operating with the same database, the same file storage area, and the same primary galaxy directory. When I try to run a workflow in this setup it runs two copies of the workflow in the same history. How do I get it to create only 1 instance of the workflow, regardless of how many servers I have?
