Question: Updating Tools in production galaxy

I am launching a production galaxy instance and wanted to see what is the best way to handle the addition of new tools not from the toolshed. We are launching this instance where we will have requests for a variety of custom tools to be and need to be able to update and rearrange the tool panel without restarting the instance. What is the best way to handle this scenario?
