Question: tools not running on localhost

I am trying to run tools on our locally installed galaxy and its giving this error on every tool kindly advise

What version of Galaxy are you running? If not the latest, please upgrade or start a fresh install. Also double check requirements. Then try again. Jen, Galaxy team
