Question: How to reset a user's password at the command line?

When a Galaxy server doesn't have email setup, users cannot use the "reset password" functionality. It is possible for any of the Galaxy administrators to log in, and goto the "Admin" tab, then on the left hand pane under "User Management", "Users", reset user passwords.
Is resetting a user's password also possible at the command line? Ideally via the Galaxy API, but even a simple SQL command would be useful sometimes.
