I am new to Galaxy and do not know how to obtain a BED file for a NON-CODING chromosome locus (preferebly with no downloads/uploads required, as my internet speed is really low). I would greatly appreciate if anyone could guide me.

Do you know the specific genomic location? A BED file could simply be created (type the contents into the Upload tool, top of tool panel). This is the format: Learn/Datatypes#Bed
BED files are generally small (compared to other datatypes) and even if you created one, uploading should not be a problem. If know of a data source that you wish to load data from, there might be a "Get Data" tool to extract the data without going through a download/upload cycle (directly loads into Galaxy). And if file is available with a public URL, it can be loaded that way with the Upload tool also without any dependencies on your local network at all. Loading_data
