I have the same problem here, I'm using linux and i changed ''galaxy.ini.sample'' as followed:
# Administrative users - set this to a comma-separated list of valid Galaxy # users (email addresses). These users will have access to the Admin section # of the server, and will have access to create users, groups, roles, # libraries, and more. For more information, see: # https://wiki.galaxyproject.org/Admin/Interface #admin_users = ginlucks@gmail.com
into:
admin_users = ginlucks@gmail.com
But I still can set an admin
(Of course i have rerun sh run.sh and log in again ..but it doesnt work)

Is your problem just about having admin function? Can you log in as simple user?
Last thing, did you recently update your galaxy instance?

Sorry if i respond too late...but I'm sure i had write a post with a solution in this thread.. however i need to reinstall galaxy on my new computer and at the moment i have the same problem! i cant remeber how i solved it last time ....
Yes i cant log in as administrator and i need to be admin to add new tools
EDIT: i copy galaxy.ini.sample where there is the line
Admin_User = ''my mail''
and renamed it galaxy.ini.main

I have tried you approach and several others. Still, my e-mail isn't recognized as an Admin User. The odd thing is: I have just added my user e-mail to the admin_users list, that already contained two other emails. I am still not an Admin user, but the other two are (they have been from the beginning). What should I do??
