It is not installed at https://usegalaxy.org (yet). I believe there is a request to add this already to .org, but if not, will create the request ticket and link it back as a comment so you can follow progress.

I am not sure about the status for https://usegalaxy.org.au, but you could ask them directly at Gitter https://gitter.im/galaxyproject/Lobby (note: replies may be delayed due to the time difference).

If you want to install it into your own local/cloud/docker Galaxy, then most of the general admin help in this other post would also apply in your case: https://biostar.usegalaxy.org/p/28949/. The only difference is to use the function Admin > Tool Management > Install new tools.
