Question: Installation of new tools from tool shed via admin - not working

Today I installed a local version of galaxy, which I had done successfully a few years ago. I installed a local version of galaxy, so I made myself an administrator and was able to access the tool shed. The non-beta installation was not functional, but I did get the beta version to at least provide a status. After 20 minutes the sam_merge package was still cloning. The new packages, regardless of installation status, were never available to me via my local galaxy.
Is there anything additionally I need to do to install a tool locally ?

Where did you source Galaxy, the version, and what is your OS?
What version of Samtools did you try to install?

Thanks for your quick reply. I installed using "git clone -b release_18.05 https://github.com/galaxyproject/galaxy.git" . I'm on the Ubuntu version 18.04. I also tried to install several other packages and they all are "stuck" on cloning.
I researched other "stuck on cloning" posts and they all suggested that I purge my repository, but I wasn't certain how to accomplish this.
Can I remove the local install by simply removing the galaxy folder and re-installing?

Yes, you can delete the entire galaxy directory and start over.
