The older versions are not removed but rather hidden. You can use them by starting a rerun on a dataset that has been created with the old version.

I don't have a dataset that was created with the old version. Is there another way to access the old version?

You can use https://usegalaxy.org/root?tool_id=toolshed.g2.bx.psu.edu/repos/devteam/picard/rgPicardMarkDups/1.56.0 to get there directly.
However I recommend using the latest, bugs were fixed.
