I am not aware of anyone running it on Azure and am unfortunately not familiar with the Azure's API/model to have a solid idea if this is easily doable - sorry.

I asked our development team, specifically Dannon Baker. The advice he communicated to you earlier is still unchanged: this is not possible using the Galaxy distribution as-is right now.
