I don't think so.
We do in a similar case the following: we have a copy of the tool (with a different tool id) which points to a different *.loc file. And then we use the toolbox filters to make sure only a subset of user can see this tool. Of course, this way is not 'safe' since the tool is available for all, just not visible for all.
Maybe someone has a better solution.
