The Upload tool cannot be specifically blocked (as far as I know - but installed tools can be set to require login for use).

You can require login in general. Edit the galaxy.ini file here:

# Force everyone to log in (disable anonymous access).
#require_login = False

# Show the site's welcome page (see welcome_url) alongside the login page
# (even if require_login is True)
#show_welcome_with_login = False

# Allow unregistered users to create new accounts (otherwise, they will have to
