I'm having trouble finding the option to contact repository owners; when I click into a tool, the three options are Install to Galaxy, Browse Repository, and Toolshed Actions. Does anyone know where that is?

Thank you! My problem was that I was on my local instance and not logged into the main instance.

Chances are the tool has been written by devteam - in that case you can use the development repository directly and create an issue there: https://github.com/galaxyproject/tools-devteam

Contact can be made through the Tool Shed. Log in, go to the tool, and find the option under the right button/menu "Repository Actions".
