Question: (Closed) Admin privileges on local Galaxy

To add some new tools from the ToolShed I must have Admin privileges, and that requires adding my login information to the universe_wsgi.ini file.
Problem is, I don't have permission to modify this file... Any thoughts on that?
(I have no Linux experience so... sorry if this is too basic)
