There is no tool for this you will need to create it in a text editor outside galaxy and then upload it. It is a simple tabular format described in http://www.shapeit.fr/pages/m02_formats/pedmap.html I think the first 5 columns are obligatory but the rest are not. It kind of depends what you want to do with it. Cheers
