Question: Terms of Galaxy's commercial use

I have seen that galaxy runs on Academic Free License 3.0 but still I am confused with specific terms.

Is it possible to take the galaxy framework and build a custom pipeline on top using various published tools, and let people use them on a commercial basis for eg. for a fee? These users could be the clients of the

1) bioinformatics facilities
2) or of data analysis companies
