Question: troubleshooting Get Data from local instance

I've got a local Galaxy instance and I'm getting errors when I try to get USCS data.  The specific error I get is:

The remote data source application may be off line, please try again later. Error: [Errno socket error] [Errno 110] Connection timed out

I expect it's probably a firewall issue, but I don't have any information about what protocols/services are being used by Galaxy to fetch USCS data.  

I guess I could use WireShark to see what's going on under the hood, but I was hoping for an easier solution.  Is there a way to get Galaxy to generate more detailed log data?  The error above is all I could find.

It would be easier to get my network admins to help if I could get a list of sites and protocols used by Galaxy to fetch data (I realize these are just the defaults that come with Galaxy), since new ones can be added.

maybe just changing (or rather setting) the http_proxy env variable will fix it?
