If you are working on usegalaxy.org you are limited to 250 GB for your account. For other installations, such as a local install, you will need to talk to whoever administers it about increasing disk space quotas.

You can possibly free up space by permanently deleting some datasets that you don't need for whatever you are currently working on. If you have deleted anything, but not permanently, it is still counting against your quota. You can always download and archive these datasets first.

Also, I have deleted all the files in my account and it still seems hold 25% of space.

I have permanently deleted the history and files and it still shows 25% occupancy.

We overlapped in the timing of replies - but I just now did another recalculation and disc is unchanged.

Please check for deleted, but not permanently deleted, datasets and/or histories. Saved Histories -> Advanced -> status = all. 

Also check under "Histories shared with me". A fraction of disc from this type of history is part of your quota. These can be unshared by you as well as the person that originally shared them. This is just an extra - I wouldn't expect 65 GB to be consumed this way.
